My neighbors are so loud, how do I politely tell them to shut up?

They're always yelling and stuff when they're outside (which is 24/7 practically). Well, they're not exactly yelling they just talk SUPER loud! They're Kenyan btw and when they talk in their own language it always sounds like they're yelling. Geez, I can even hear them with all the doors and windows shut!!!
